In the United Kingdom, there are about 1.1 amateur radio operators
per 1,000 populations. Corresponding figures in the US and Japan are
2.39 and 10.3 amateurs per 1,000 population respectively. We have
only about 0.04 per 1,000 population. Thus, the Commission feels that
there is an urgent need to review our existing amateur radio service
framework to promote the development of amateur radio services.
